Following the various political crises and particularly that of 2009-2014, the poverty rate in Madagascar has increased; 9 out of 10 people are living below the poverty line. This crisis has severely curbed external investment, preventing job creation and thus limiting sources of income for households. The tourism sector is one of the drivers for the island's development, which remains far below its potential for development, due to a lack of skills in human resources.

Within the framework of the National Employment and Professional Training Policy, a national skills development strategy for the tourism and hotel and catering trades has been set out for 5 years (2015-2020). In this context, "La Rizière" hotel school, which was established in Fianarantsoa in 2013, has trained 255 young girls and boys in vulnerable situations in three areas: cooking, catering and hospitality (accommodation). Curricula for two CAP professional diplomas have been created and validated by the Malagasy Ministry of Education, making it a pilot centre with regard to the implementation of the national professional training strategy.

This school, which has been supported by the Government of Monaco since 2015, aims to respond to the problem of the professional integration of young people in the Haute Matsiara Region, in particular women and young people, by providing them with decent, long-term employment.

The continuation of the partnership over the 2018-2019 period aims in particular to increase this structure's efforts to achieve financial autonomy, by working on reducing operating costs linked to energy consumption and anchoring the team that has been formed.

The project relates to Sustainable Development Goals No. 4 "Quality education"  No. 7 " Affordable and clean energy" and No. 8 "Decent work and economic growth".

Overall objective 

Promote the sustainable socio-economic integration of disadvantaged young people in the Haute Matsiatra region by securing the "La Rizière" professional training centre's future in Fianarantsoa.

Specific objectives 

  • Strengthen "La Rizière" professional training centre's human resources system
  • Ensure comprehensive, accessible and high quality training, leading to socio-professional integration
  • Ensure the economic and institutional sustainability of the Professional Training Centre (PTC)


  • 233 disadvantaged young people aged from 17 to 21, who are mostly from Fianarantsoa and its province. Every year, approximately 60 young people join the training course
  • Families of the young beneficiaries of the project

Anticipated outcomes

  • The human resources management policy is improved and implemented
  • The skills of local staff are strengthened
  • The teaching is organised, formalised and of consistent quality
  • The individual follow-up and educational activities that are put in place guarantee the involvement of young people in training
  • Young people are better prepared and supported in employment
  • The economic model is strengthened (increased financial autonomy, reduction of operating costs, energy saving, etc.)
  • The foundations of the PTC, partnerships and institutional relations are strengthened
